William Carlton Bailey, 78, died on June 19, 2025 in Gloucester, Va. He was a resident of Sebastian, FL and was a former resident of Hartfield, Va.. He retired from the City of Richmond Police Dept. with over 35 years of service, and had also been a charter fishing boat captain. He served in the U.S. Army during the Viet Nam War.
He is survived by his wife Carolyn Emily Whitlock Bailey, and other extended family.
A Memorial service will be held  at Zoar Baptist Church, Deltaville, Va. on Saturday, July 26, 2025 at 11:00 a.m. Andrews Funeral Home, Gloucester, Va. is in charge of arrangements.
