Dorothy Magdalene Millen Waters, 84, passed away on March 31, 2026 at her home. She was born in Dublin, North Carolina and was the daughter of the late Ira Herman Millen and Sara Etta Hall Millen. She had been employed at Village Green Apartments and Daffodil Gardens as manager, an inspector at Canon, bus driver for Gloucester County Public Schools, and at Suttons Restaurant and Uncle Johnny's Restaurant.
She was a member of New Life Ministry Center in Hayes, Va., volunteer at the Gloucester-Mathews Free Health Clinic, and the food Bank.
Beside her parents she is preceded in death by her sibling Tommy Millen, Joseph Millen, Raeford Millen, Sterling Millen, Howard Millen, Grace Jordan, and Nina Barber. She is survived by her husband Jack Owen Waters, her daughter Dorothy Waters and son Johnny Waters(Lynn), bother Johnny Millen, grandchildren Woodrow Waters, Robert Waters, and Cody West, great grandchild Mackenzie Waters, and nieces, nephews, great nieces, great nephews, and cousins.
A memorial service will be held at New Life Ministry Center  on Saturday, April 18, 2026 at 3:00 p.m.  Andrews Funeral Home is in charge of arrangements.
